The Arizona Secretary of State’s Office will be returning to Cochise County to conduct the Logic & Accuracy Test (L&A) for the upcoming May 17th Special Election on Monday, April 18, 2016. They will arrive at approximately 2:45pm and the L&A Test will commence at 3:10pm. Interested members of the public may attend and view the process from the observation room located at the Elections Department on Melody Lane in Bisbee, AZ.
This testing, required by law to ensure the accuracy and reliability of the voting equipment, is performed prior to every election. This is the second test of the equipment for this election cycle. The L&A Test performed in February, prior to the Presidential Preference Election resulted in the Secretary of State’s Office issuing a Certificate of Accuracy.
The testing is performed by Secretary of State’s staff in two phases. The first phase focuses on the electronic votes cast on the machines. Staff uses “test” versions of the English and Spanish ballots. The second phase of the L&A test focuses on paper ballot voting. The English and Spanish paper ballots are recorded by running the ballots through a digital scanner-tabulator. This scanner works in connection with the vote counting system and accepts voting marks within the predetermined space on the ballot and records them. This test also ensures a ballot cannot be “over-voted” as it won’t be read by the machine. Both phases of the test are passed only when there is a perfect match between the test votes cast and the predetermined test results, which are brought from the Capitol in a sealed envelope.
Additionally, the machines undergo a functional test. This ensures the proper operation of every electronic component of the voting machine. The process confirms that the machines are loaded with the correct system software and ballot information. The machines are also tested for ease of use by disabled voters who may be physically, hearing or sight impaired.
